The Strategic Value of Form V (Environmental Statement)
Why Form V is far more than a clerical task, acting as the ultimate balance sheet of your environmental footprint.

Quick answer
The Environmental Statement (Form V) is an annual filing for consent-holding units covering water and raw material consumption, pollution generated, hazardous and solid waste, and pollution control measures. It is due every year by 30 September and is cross-checked during inspections and consent renewals.
1. The Annual Compliance Mandate
Under Rule 14 of the Environment (Protection) Rules, 1986, every industry operating with a Consent to Operate (CTO) must submit a comprehensive Environmental Statement (Form V) for the preceding financial year. The deadline is strict: September 30th of every year. Failure to submit results in the immediate halting of CTO renewals.
2. Deconstructing the Form V Balance Sheet
Form V is not a generic questionnaire; it is a highly technical audit of mass balance. It demands exact data across several critical metrics:
| Section | Critical Data Required |
|---|---|
| Part A & B | Water consumption (Process, Cooling, Domestic) and Raw Material consumption per unit of product output. |
| Part C | Pollution discharged to environment/unit of output (Supported by stack and effluent lab reports). |
| Part D & E | Exact tonnages of Hazardous and Solid wastes generated (must match Form 4 and Form 10 manifests). |
| Part F - I | Characteristics of waste, recycling initiatives, and the total financial investment in environmental protection during the year. |
3. The Auditor's Trap
Many industries treat Form V casually, using 'copy-paste' data from previous years. This is highly dangerous. MPCB auditors cross-reference Form V data. If Part B shows a 20% increase in raw material consumption, but Part D shows zero increase in hazardous waste generation, it is a mathematical impossibility. This instantly triggers a forensic investigation for illegal waste dumping.
