Quick answer
A new unit in a Chhatrapati Sambhajinagar MIDC area should confirm its MPCB category, check whether Environmental Clearance applies, obtain Consent to Establish before construction, build the treatment systems as approved, obtain Consent to Operate before production, then keep up monitoring, the Form V statement (30 September) and renewals.
Chhatrapati Sambhajinagar is one of Maharashtra's busiest industrial centres, with established estates such as Waluj, Chikalthana, Railway Station and Paithan MIDC, and newer growth around Shendra and AURIC. Whether you are setting up a new unit or taking over an existing shed, environmental approvals are on the critical path: get them late and production waits; skip them and the unit risks closure. This checklist walks through the environmental steps in the order they usually happen.
Stage 1 — Before you finalise the plot or shed
- Confirm your MPCB category (Red, Orange, Green or White). It decides the consent route and whether the location suits your activity. See our category guide.
- Check whether Environmental Clearance applies. Certain industries, and large construction or industrial-estate projects, need prior EC under the EIA Notification, 2006.
- Understand water and wastewater options. Where will water come from, and where can treated effluent go — sewer, common effluent treatment plant (CETP) membership, reuse or ZLD?
- Taking over an existing unit? Ask for the previous consent, last returns and any notices. Consent is not automatically yours; a transfer or fresh consent may be needed.
Stage 2 — Before construction: Consent to Establish
- Prepare the project report, process description, raw material and product list, water balance and pollution load.
- Design the effluent and sewage treatment scheme, air pollution control equipment and stacks.
- Plan hazardous waste storage and disposal routes.
- File the Consent to Establish (CTE) with MPCB and reply to queries.
Our article on MPCB consent procedures covers this stage in detail.
Stage 3 — During construction
- Build the ETP/STP and air pollution control systems exactly as described in the CTE application.
- Provide sampling ports and platforms on stacks, flow meters and a properly designed hazardous waste storage area.
- If you use groundwater, check whether a groundwater NOC is required.
- Keep photographs and invoices; they are useful evidence for the CTO stage.
Stage 4 — Before production: Consent to Operate
- Show compliance with the CTE conditions.
- Commission the treatment systems and test treated effluent and stack emissions.
- Apply for the Consent to Operate (CTO), normally combined with hazardous waste authorisation where applicable.
- Do not start commercial production until the CTO is granted.
Stage 5 — After you start: the yearly compliance cycle
| Requirement | Frequency |
|---|---|
| Treated effluent, stack and ambient monitoring | As specified in your consent |
| Hazardous waste records and manifests | Every consignment; annual return by 30 June |
| Environmental Statement (Form V) | Every year by 30 September |
| Consent renewal | Well before expiry |
| Consent amendment | Before any expansion, new product or process change |

Practical tips for MIDC units
- Start environmental work early. Treatment design and consent should begin at the same time as the building design, not after it.
- Design for the real effluent. Get a wastewater analysis or a treatability study before ordering an ETP.
- Keep one compliance file. Consents, test reports, manifests, returns and correspondence in one place make inspections and renewals simple.
- Plan for growth. Leave space and capacity in the ETP for future expansion.
Our team is based in Waluj MIDC and handles the complete sequence — category check, CTE, treatment plant, CTO and yearly returns. See MPCB consent services or contact us for a free first discussion.
