Mastering the Hazardous Waste Manifest (Form 10)

A deep technical dive into cradle-to-grave tracking of hazardous waste using the 7-color manifest system.

Quick answer

The hazardous waste manifest is the multi-copy document that travels with every consignment from the generator through the transporter to the authorised disposal or recycling facility. Correctly filled and filed manifests create the chain of custody that auditors and MPCB inspectors check.

1. The Concept of Cradle-to-Grave

Unlike solid municipal waste, hazardous waste (like ETP chemical sludge, spent solvents, and waste oil) remains a severe ecological threat for decades. The 'Cradle-to-Grave' regulatory framework ensures that the generator of the waste remains legally liable for it until it is verifiably destroyed or securely landfilled.

2. The 7-Color Form 10 System

Form 10 is a legally binding transport document. It consists of seven color-coded carbon copies. The meticulous routing of these copies prevents illegal dumping by corrupt transporters.

  • Copy 1 (White): Retained by the Generator and forwarded to the SPCB.
  • Copy 2 (Yellow): Retained by the Generator after handing the waste to the transporter.
  • Copy 3 (Pink): Retained by the TSDF (Treatment, Storage, and Disposal Facility) upon receipt.
  • Copy 4 (Orange): Given to the Transporter by the TSDF as proof of safe delivery.
  • Copy 5 (Green): Forwarded by the TSDF to the SPCB to close the regulatory loop.
  • Copy 6 (Blue): Mailed BACK to the Generator by the TSDF. (Crucial: If the generator doesn't receive this within 30 days, they must alert the authorities!)
  • Copy 7 (Grey): Forwarded by the TSDF to the receiver State PCB (in case of inter-state transport).

3. Transport Emergency (TREM) Cards

Alongside Form 10, the truck driver must carry a TREM card. This card provides first-responders with immediate chemical identification and firefighting protocols in the catastrophic event of a highway spill or truck accident.
