Hazardous Waste Storage: Design & Safety Protocols

Engineering a legally compliant, leak-proof, and fire-safe hazardous waste storage facility inside your plant.

Quick answer

A compliant hazardous waste store needs an impervious, covered and ventilated area with segregation of incompatible wastes, labelled containers, spill containment, fire safety arrangements and records, with waste sent to authorised facilities within the storage period allowed by the rules.

1. The 90-Day Legal Limit

Under the Hazardous and Other Wastes Rules, 2016, an industry is legally permitted to store hazardous waste (like ETP chemical sludge, spent solvents, or contaminated cotton rags) on its premises for a maximum of 90 days. During this holding period, the storage area must meet extreme engineering and safety standards to prevent devastating soil, groundwater, and air contamination.

2. Engineering the Storage Shed

A compliant Hazardous Waste (HW) storage facility is a highly engineered structure:

  • 1 Impermeable Flooring

Concrete is porous. The floor must be coated with high-grade acid/alkali-proof epoxy resin or lined with HDPE sheets. This ensures zero percolation of highly toxic leachates into the groundwater table.

  • 2 Spill Containment (Bunds & Trenches)

The entire storage area must be surrounded by a solid bund wall. Inside, a network of trenches must lead to a collection pit. The total containment volume must be at least 110% of the volume of the largest liquid drum stored inside.

  • 3 Ventilation and Segregation

Volatile wastes emit toxic and flammable fumes. The shed must have massive exhaust fans and roof vents. Furthermore, incompatible wastes (e.g., strong acids and strong alkalis) must be physically partitioned to prevent explosive exothermic reactions.

3. Documentation and Signage

The exterior of the shed must prominently display a 'Hazardous Waste Storage Area' board, detailing the exact categories of waste inside, emergency contact numbers, and the required PPE. Inside, a daily updated Form 3 ledger must be maintained detailing the incoming and outgoing quantities.
