Decoding Plastic Waste Management (EPR)
Extended Producer Responsibility explained: Targets, portals, certificates, and heavy environmental compensations.

Quick answer
Under India's plastic EPR framework, producers, importers and brand owners register on the CPCB portal, calculate category-wise targets for their plastic packaging, meet them through EPR certificates from registered processors and file annual returns. Shortfalls can attract environmental compensation.
1. The Shift in Responsibility
For decades, managing plastic waste was the headache of municipal corporations. The Plastic Waste Management (Amendment) Rules radically changed this by introducing Extended Producer Responsibility (EPR). The core philosophy is simple: the entity that profits from introducing plastic into the environment must pay for its retrieval and recycling.
2. Who falls under EPR?
The mandate strictly applies to PIBOs:
- Producers: Manufacturers of plastic packaging materials.
- Importers: Entities importing plastic packaging or products wrapped in plastic.
- Brand Owners: Companies selling products under a registered brand name that uses plastic packaging (e.g., FMCG companies, electronics manufacturers).
3. Environmental Compensation
The CPCB has designed a ruthlessly efficient penalty system. Failure to meet the EPR target results in the immediate levying of Environmental Compensation (EC) at a rate of Rs. 5,000 per ton of shortfall. Paying the fine does NOT absolve the company; the unmet target is carried forward to the next year.
